The pattern is consistent: a standard clean handles what’s visible in daily use, and a move-out clean handles what’s visible when someone deliberately looks.

What Landlords Expect

Most Malaysian tenancy agreements ask for the property to be returned in the condition it was received, fair wear and tear excepted. In practice that means:

  • Kitchen free of grease, inside and out
  • Bathrooms free of scale and mould, grout included
  • All storage emptied and wiped
  • No rubbish left anywhere, including the balcony and store room
  • Floors, tracks, frames and skirtings clean

Fair wear and tear covers faded paint and minor scuffs. It does not cover grease, scale or dust, which is why cleanliness is the most common deduction line rather than damage.

Cost and Time Compared

A four-hour standard slot on a small unit is straightforward and predictable. A move-out clean on the same unit is usually a longer booking, because the interiors, tracks and detailing all add hours that a routine clean never spends.

The honest comparison isn’t “which is cheaper”. It’s the cost of the right clean against the risk of a deduction. Deposits in Ipoh typically run to two or three months of rent, so the arithmetic usually favours booking the proper scope once.

The under-booking trap

Booking standard hours for a move-out, having the inspection fail, then paying for a second visit costs more than the correct booking would have. It also burns the days you may not have before handover.

Which Should You Book?

Standard clean if the property will keep being lived in and nobody is inspecting it.

Move-out clean if there’s a handover, a deposit, a landlord inspection or a new tenant arriving.

Who Pays, and How to Agree It

A recurring source of friction at handover is simply nobody deciding in advance who arranges the clean. Three arrangements are common in Ipoh, and all of them work as long as they’re agreed before the last week.

Tenant books and pays. The most common. The tenant controls the standard and the timing, and has the receipt and photos as evidence if a deduction is raised.

Landlord books and deducts the cost. Also reasonable, and simpler for tenants moving out of town. The risk is that the tenant has no control over what’s spent, so agree a figure beforehand rather than after.

Split by scope. The tenant handles removal of belongings and general tidying; the landlord arranges the professional clean between tenancies. Workable for landlords with a regular provider.

What causes problems is the fourth version: nobody arranges anything, the tenant does a quick wipe-down on handover morning, the inspection fails, and the landlord deducts an unagreed amount.

Whichever arrangement you use, put it in a message. A one-line WhatsApp confirming who is cleaning and when settles almost every dispute before it happens.
